Start with بِسْمِ اللهِ الرَّحْمَٰنِ الرَّحِيمِ and after Bismillah then you can make general intention (niyyah) in your heart. This Niyyah is expressing the purpose of your Ghusl. Meanwhile during Ghusl you can make your personal supplications(duas) like forgiveness and blessing from ALLAH.
